You can publish a manga now but you will need your parents to sign any contracts. In other words, you need their permission if you're submitting to any manga publishing company. Companies will not touch your work unless they have that legal document signed first because you're underage.

Agh, age things are frustrating. One more year for me. I suppose that means my parents would have to read my stuff before they let it be published.
