Those will be covered by these:
    - how to write a script
    - how to typeset words
    - how to typeset sfx
    - advanced digital toning
    - how to compose manga pages
    - how to make Sound Effects
    - how to do a seamless battle

As for inking - there's not much to do except to practice and ink yourself. Other than that, there is digital inking but that will be covered under CGing.

Can you be more specific? "Dress" can mean the full ball-gown dress, more contemporary dresses, summer dresses, cultural dresses and so on. It's a very broad term so if you can narrow it down, that would help a lot. Also, if you didn't see it, we do have a skirt tutorial which is a starting point for drawing dresses.

That's easy. Draw them in complete totality and then take chunks off of them (i.e. erase them), draw weed and debris, and make everything look mangled, broken and so on. If anything, just look at pictures from wars, old ruins, crashes, and similar images.
