That's why it works when a behind-the-times cop who can't break away from his principles wears them.
Thankfully, the only hat I've been caught on camera wearing is a pork-pie hat.

Well sure, but some people can wear a burlap sack and still look better than some chump in an Italian tux.
One problem with wearing such clothes is that they demand very specific body and facial types.
You need to be hard, lined, straight-edged and look like you might throw the flask of bourbon (that you obviously have hidden in the duster's inside pocket) at some guy before slapping some girl.
Someone with a weak jaw or chubby cheeks or wide shoulders or short legs just won't pull it off. Ever.
The other problem is that, unless they've been worn on a daily basis, unless their colours have faded from the rain and unless they look battered and crumpled, they'll seem like a hallowe'en costume.
Basically, you kind of have to be Humphrey Bogart.
