Because there is no Asia or japan or Europe or anything other than kanto jhoto sinnoh and unova (to our knowledge for now anyways) the people in the games and anime can't be of a race from the real world.

Just like naruto is not Japanese because in his world japan does not exist. Like how ang and zuko are not Chinese because china does not exist in the world of avatar.
