I was actually considering this as an option as it'll focus mods in the areas they like to hang out in but I decided against it.

The problem is that we had this system before and it was totally crazy when one mod for a certain area was present but the mod responsible for the section with the problem was not. The present mod couldn't do anything but wait till the mod who had jurisdiction over the problem area signed in. This was way back in the archived forum, btw, so I don't know if you remember that incident.
