in game design terms you could play rock-paper-scissors with 999 hand gestures and it would still be fair

Yeah but if there were 999 hand gestures you'd get bored of saying the name before you even got to play it. "lets play rock paper scissors gecko mouse-pad renault rubik's-cube duvet..." etc. Way too boring.
