You don't have to be a good artist to make a contest. If you did, I'd be SOL.
You have to be a member of the oekaki board. Then, you post in this thread asking nicely to be put on the list of people waiting to hold an oekaki contest. Then I (or Zoe or Rio) put you on the list. When it's your turn, you make a contest.
Contests are usually around two weeks long. The prizes are drawings from the contest holder. Really, just hit the contest board in the oekaki and you'll see pretty quickly how it works.

Just write it when you start your contest. You really don't need to deliberate on it a whole lot to get people to participate. Hell, i thought of my theme on the fly.
