Re-writing the rules.

I believe there are plenty of forum rules which are not recorded and only known between older members through a common knowledge between them. So I want to propose a evaluation of the written rules and so the integration of these not-recorded rules of MT.

As a example of these rules is the classic Art Critic Forum of -Only one thread per user- with it's conditions.

Yeah I'll get the new mods on writing rules for their sections

Done: Drawing and crit rules, please go over them, I fixed some errors and added some things to make it clearer, Gunz please also check and edit if there is something missing.

I also changed the thread title with the RULES at the beginning so it stands out...so many people do not check the rules because it blends in with the other threads.
