Does some kind of error message come up? What browser are you using? OS? Is your Java up to date? Try to give us some more info before asking for help because honestly what are we supposed to do with the present info.
For some reason whenever I try to draw on the oekaki it won't load...

You need Java installed in order to bring up the Oekaki app (Shii, Shii Painter, etc).
If you have Java installed, make sure it's up-to-date. If you've checked those two and it's still not loading, try clearing your cache on your browser, restart your browser, and/or using another browser on your computer.
Ok it was working but now it's not again. When I try to draw, it says this
