EDIT: Also what would be the best way to remove paint in areas you don't want I've tried paint thinner but I think I might have had the wrong type.
sandpapering is used for two things: removing stubs and smoothing out molds if you're making custom parts. but in your case, if there is a lot of uneven paint that just won't come out. Sandpaper the surface of the piece smooth so you can apply another layer on top. But don't forget to prime it first to make sure the surface is matte, otherwise you'll get splotches when you paint over it.
