Ok, I figured it out. There's two ways that an animated gif will not animate:
1) if the image size is bigger than the alloted image size (in this case 150x150) and
2) if the file size is bigger than the alloted image file size limit
In your case, the file size was too big, that's why it's not animating. I've set the image file size limit up so you just upload it again and it should work fine now.
