Space Samurai
The noble warrior class of old. Most of them faded away during peace time after the Great Hate War, but a few remain to pass their techniques on to a younger generation so as to keep the art of space sword fighting alive eternally. Space Samurai are inherently psychic and can propel themselves through space in psychic bubbles, or send out waves of energy with their space katana. A typical Spamurai would spend his or her time hunting space dragons or working as a bodyguard.
Power Level
A Spamurai's current strength is measured by their Power Level. Every turn they can power up to raise their Power Level equal to their Charge Rate. Enemies have an inherent Power Level and you will compare yours to theirs in order to determine your attack bonus versus them as well as your Armor Class bonus. Using Special Moves will lower your Power Level so use them wisely super wise samurai. Space Samurai also have the ability to detect the Power Levels of other beings.
Determining Bonuses
To determine your bonus to hitting an enemy subtract your Power Level from theirs. Add this to your to-hit roll. The same is done whenever an enemy attacks you except you just add the bonus to your Armor Class.
Space Bubble
Space Samurai are capable of fighting in space using a psychic bubble. While space fighting you can move 2 space meters + space meters equal to your Power Level. If at any point your Power Level reaches 0, the bubble vanishes and you are left floating helplessly in space until you are able to charge up.
Space Katana
Every Space Samurai starts with a basic Space Katana [Physical Damage(1d6+1)] possibly handed down to them by their parent or sensei. There are still space blacksmiths scattered around the universe as well as legendary weapons hidden from the force of Hate. Hunt down these dudes and/or swords to become even stronger. Also, if your sword breaks you can buy a replica though they are pretty weak.
Special Moves
Space Samurai have a host of techniques they can use. Each has a PL (Power Level) cost which reduces your Power Level whenever you use the move. Any bonuses you would normally gain due to Power Level are applied to the special move before your Power Level is reduced. Bonus damage is damage added to your normal damage roll.
Psychic Sword
Costs XPL where X is equal to the bonus damage you wish to deal with this attack. You focus your psychic powers into your Space Katana and go to town.
Slice and Spice
Cost 1PL. Deals 1d6 bonus damage to metal objects like doors, ships, and robots. You have mastered the art of cutting steel.
Vertical Space Wave
Cost 3PL. Long range attack (10 Space Meters) deals 2d6 bonus damage to Space Monster with tails or long necks. 1D6 damage to anything else. An attack designed for cutting off the tails or heads of space dragons.
Horizontal Space Wave
Cost 4 PL. Long range attack (10 Space Meters) that fires at a width of about 2 space meters and deals 2d6 bonus damage to everyone it touches. An attack designed for swathing through large groups of ground troops during the war.
Hundred Space Blades
Gain an extra attack per 2PL spent activating this move.
The End In Perspective
The ultimate technique. Any enemy with a Power Level lower than your current Power Level must make a Saving Throw or die instantly. This move leaves you at a Power Level of 0.

This is the damage system for a game I'm designing. I'm worried its too brutal but at the same time I think its reasonably hard to get hit. Opinions?
Damage
When a character is hit by an attack they take damage in different ways depending on their state. A character who is fine becomes stunned when they are hit. A character who is hit while stunned becomes downed. Any downed character that gets shot is out.
Stunned
While stunned, they can only move half their Speed characteristic rounded down. During the attack phase they can make a Gritty roll to recover. A character with 6 grit or more can fire while stunned with an accuracy of 1.
Downed
While downed, they cannot move at all. During the attack phase they can make a Gritty roll to recover. A character with 6 grit or more can fire while downed with an accuracy of 1.
Out
A character that is out is considered unconscious. If you want to turn up the brutality you could just as easily say the character is dead.

Idk, it seems fine to me though we can only be sure how it would work when we actually try to play with it. Also how long does the status last for? Is it one turn or does it last the entire battle?

oh geez. and you can recover from every status effect? Does recovering from all of them result in being normal again or does it go backwards like recovering from KO becomes Downed and recovering from downed becomes stunned and then recovering from that becomes normal?

Everything goes back to normal for now.
Edit:
I added these effect things. Like basically if you're stunned and get hit you can take an effect instead of going down right away. Sometimes going down would be the better option, sometimes not.
Effects
You may not want your character to go down so easily so if you are shot while stunned you can declare your character was hit by an effect. This keeps them from getting downed, but usually has a penalty involved.
Lost Hat: Your hat was shot off, assuming you were wearing one. Can only happen once per combat. Essentially a freebie hit.
Lost Weapon: Your weapon was shot out of your hand. It lands 1d6 spaces away from you.
Knocked Back: You still become downed but can move up to 3 spaces away from the enemy to simulate being knocked back by an attack.
Take Wound: You can take as many wounds as one plus your Gritty mod before you get knocked out. If you take this many wounds, skip downed and go straight to out.

Guys here are the wip rules for this game I've been working on for a while called Gundust. It's like a sci-fi western rpg inspired by Trigun, and Borderlands. Stuff like that. Just look through it and see if there's anything you like or don't like, or if you have suggestions. Also I need more ideas for items and enemies. Don't worry about stats, I just need like ideas in general.
The only thing I have to add, really, is covenants that work p much like dark souls. Each one is associated with a dnd alignment and they give bonuses but you have to gain favor to get those bonuses.
Also if you've done any drawings of cowboys or anything that would fit in here that would be cool. The book isn't formatted yet so sometimes the rules are split between pages. I'll properly format it once it's done.

Teleportation Lore: Most Poreans outside of their dimension pursue knowledge about dimensional teleportation. Poreans can add both their Wisdom and Intelligence rolls to saving throws involving teleportation devices.
Build Pressure: Instead of moving in a combat round, the Porean can build pressure. At 1 point of pressure can be built up per turn at 1st level, 2 at 4th level, 3 at 7th level, and 4 at 10th level. The maximum amount of pressure the Porean can store is equal to their level. Any pressure spent on maneuvers is considered lost, and must be regained.
Pressurized Punch: The Porean can expend pressure to gain an attack or damage bonus equal the amount of pressure lost.
Tempest: At 4th level, the Porean can expend 2 points of pressure to gain an extra attack per combat round.
Atmosphere: At 6th level, the Porean can expend points of pressure to reduce the damage of an attack. The damage reduction is reduced by the amount of pressure spent to a minimum of 1 damage.
Gale Bullet: At 8th level, the Porean can fire a bullet of pure air at their opponents. Damage is 1d6 plus pressure expended. The porean must have stored a minimum of 4 pressure in order to launch a Gale Bullet.
Flight: At 10th level, the Porean can release pressure in order to propel themselves through the air. The distance is equal to the amount of pressure expended, where 1 pressure is equal to 1 yard. This distance can be covered vertically or horizontally, or a combination of the two.

Fighting Multiple Opponents: During melee combat, the Swordsman can attack a number of adversaries equal to his level each round, as long as they are within range of his weapon. If they are of a higher level, he can only attack one of them.
Special Technique: At 6th level, the Swordsman reveals his special technique. The actual description of the special technique should be left up to the player. Once per day, the Swordsman may perform a single powerful attack that deals 1d6 damage + 1d6 damage per attack bonus. For example, of the Swordsman has a +2 attack bonus, the Special technique would deal 3d6 damage.
Ultimate Technique: At 12th level, the Swordsman reveals his Ultimate Technique. The actual description of the Ultimate technique should be left up to the player. Once per day, the Swordsman can make a melee attack against every adversary currently in combat regardless of their range or position. Any enemies that survive the attack must make a morale check.

Actually I need to change that from attacks to attack bonus. I confused myself.
Edit: Okay updated it and changed the thing about dividing attacks between melee and movement. It didn't really make sense.

---Demon Turnkey---
Irremarkable: Turnkeys are hard to notice and gain a +1 bonus to saving throws involving stealth.
Lucky: Turnkeys are incredibly lucky for some reason. Each day the Turnkey gains 1d6 + their attack bonus in luck points.
Infinite Keyring: For mysterious reasons, Turnkeys always seem to have the right keys. To find out if the Turnkey has the right key for a locked door, make a saving throw. Luck can be expended in order to add a bonus to the throw.
Fortune's Favor: The Turnkey can expend luck points in order to add a bonus to saving throws or attack rolls equal to +1 per luck points spent.
Swipes: The Turnkey can perform an attack during the movement phase if he does not move in addition to his normal attack.

Its not Heaven with wizards though. Maybe you should just be able to choose 3 things you can conjure in different categories. Combat, utility, and pointless. Combat would be like swords and lightning, utility would be like food/water, and pointless would be like dookie.

Conjuration: Wizards have the inherent ability to conjure things out of thing air based on what they were touching when they gained their powers. The ability to conjure clothes and air are extremely common, but some Wizards can conjure lightning or napkins.
Slots: Wizards start with 2 conjuration slots plus their Intelligence modifier. At character creation, the Wizard will choose what they are able to conjure, and each thing has its own slot value. The actual interpretations of how conjured artifacts work should be discussed by the GM and the player. All damage dealt by conjuration is 1d6.
