Ok, I figured it out. There's two ways that an animated gif will not animate:
1) if the image size is bigger than the alloted image size (in this case 150x150) and
2) if the file size is bigger than the alloted image file size limit

In your case, the file size was too big, that's why it's not animating. I've set the image file size limit up so you just upload it again and it should work fine now.

I wish you can read Arabic to read what is posted about the uni in the forum of students. Although it's established and moderated by students, from last year we don't have much freedom to post; I mean in some sections of the forum, our posts are not posted till they are reviewed by the mods. The mods are students too, but it seems that the university ordered them to do so. The uni wants to minimize the negative stuff being said about it.

150 by 150 pixels is big enough. I dunno if you were around then, but we used to have 80 by 80.
