This is fairly good, only a couple of problems I see.
The face (right side) looks a tad bit too wide.
This is just me but I would make the eyes more detailed, they are fine though.
Last but most important: DON'T USE LINED PAPER! I tell this to everybody, if you can't afford Bristol boards/paper or sketchbooks, use printer paper. Clean white sheets no lined ones!
Other than that, it seems well drawn. Keep up the good work and good luck!

Study anatomy, as her hips look disconnected from her torso, and try to draw smooth lines, rather than hesitant, feathered ones. Otherwise, good job, keep it up :D

Everything's pretty close to the right place . . . not quite there, but still close. If you get some anatomy practice in, that'll be an easy fix. And if this is your "sketchy," then your non-sketchy work must be pretty good. The lines on that look like what I do in my final works!

Anyway, here's a critique:

Everyone else had good points, so I'll bring up what I can. Her knees are viewed from the front, but the way you have the kneecaps depicted makes them look like you're looking at them from the back. It's up to you whether or not to define knees, but the lines going down like that are those tendon things in the backs of your knees. They don't appear on the front.

On the face, you've got a good grasp on the general stuff--that everything should line up and such. But I think the right eye is too far from the right side of the face. Either that or the right side of the face is too far from the eye. Don't connect them, but put them closer. A mirror is helpful for this. Your face may not look like your characters', but it should have pretty much the same anatomy, even after stylizing. Also, the nose is just a tad bit too far to the left.

This is the last thing I got. The skirt. Pleated skirts usually aren't just pleated at the tips. The lines going up from the bottom should go all the way up, and should be spaced at a relatively even interval. And unless it's designed like that, don't round off the corners of the bottom pleat things.

Yeah. That's all I saw. Like others, I recommend you do some anatomy practice--and use reference whenever you can. Personally, I don't like using reference, but it helps a ton.
